The report of the Pissarides committee proposes:

Continuous information of the population on the risks of climate change by region and presentation of response plans that will be coordinated by the General Secretariat of Civil Protection and the relevant Ministries

Evaluation

Article 27 of Law 4936/2022 ensures the widest possible information and consultation with the interested public on issues of mitigation and adaptation to climate change, as well as the implementation of information and awareness actions on the effects and risks of climate change, through a special electronic platform created at OFYPEKA.

The Department of Climate Change and Atmospheric Quality of the Ministry of Environment and Energy, in collaboration with the competent body of the Ministry of Climate Crisis and Civil Protection and the Natural Environment and Climate Change Organization (OFYPEKA), prepares an annual progress report on climate mitigation and adaptation issues change, which includes:
a) The national data on greenhouse gas emissions, overall and by sector, such as electricity and heat production, industry, transport, buildings, agriculture, livestock and waste,
b) the national data on greenhouse gas emissions and absorptions from the use activity
land, land use change and forestry,
c) assessment of the annual progress by sector of the economy in relation to the achievement of the corresponding sectoral carbon budgets, a brief description and quantitative assessment of the impact of sectoral policies and measures for the mitigation of greenhouse emissions,
d) forecasts for greenhouse gas emissions, overall and by sector until the end of the five-year total carbon budget and interpretation of greenhouse gas emission trends;
e) analysis on emission rights, in accordance with Regulation (EU) 2018/841 of the European Parliament and of the Council, of 30 May 2018, "on the inclusion of greenhouse gas emissions and absorptions from land use activities, change of use land and forestry in the climate and energy framework until 2030, as well as amending Regulation (EU) no. 525/2013 and decision (EE) no. 529/2013/EU" (L 156), Regulation (EU) 2018/842 of the European Parliament and of the Council of 30 May 2018, "on binding annual reductions of greenhouse gas emissions by Member States from 2021 to in 2030, as part of the contribution to climate action to meet the commitments deriving from the Paris Agreement and to amend Regulation (EU) no. 525/2013" (L 156) and the Commission's Executive Decision (EU) 2020/2126 of 16 December 2020 "on the determination of the annual emission allowances of the Member States for the period from 2021 to 2030 in accordance with the Regulation ( EU) 2018/842 of the European Parliament and of the Council' (L 426),
f) use of revenues from the resources referred to in article 23,
g) description of actions and progress in relation to adaptation to climate change by sector,
h) assessment of the amount of required investments for mitigation and adaptation to climate change by climate zone and sector of the economy,
i) possible alternative proposals for corrective actions and measures in the exercise of climate policy,
j) description of economic and technological support actions for developing countries based on the commitments deriving from par. 5 and 7 of article 9 of the Paris Agreement, which was ratified by law 4426/2016 (A΄ 187),
k) national greenhouse gas emissions from total energy consumption per inhabitant and per unit of Gross Domestic Product, as well as l) the following indicators: b) greenhouse gas emissions index from electricity production in the interconnected system and overall, lbb) specific emissions of greenhouse gases of public power plants and self-generating plants, iv) sectoral indicators of greenhouse gas emissions, such as industry, agricultural sector, per unit of Gross Value Added, lvd) specific greenhouse gas emissions of households for space heating, lv) specific greenhouse gas emissions of roads , air and sea transport.

Therefore, the proposal is assessed as partially implemented as the relevant exposure is important, however, informing the population requires access to information that is as comprehensible as possible.
