Evaluation

With the provisions of Law 4921/2022, the Labor Force Employment Organization (O.A.E.D.) is renamed the Public Employment Service (P.Y.P.A.), its goals and the means to achieve them are recorded and enriched, to to reshape and develop a modern employment service that effectively responds to the ever-changing needs of the labor market and takes substantial care of every matter within its competence.

Article 12 lists the responsibilities of the Council of Social Partners. Council formulates opinions on the issues that mainly concern the social partners, such as vocational training, housing policy D.YPA.A. and social actions.

Issues related to the governance of the system for upgrading the skills of the workforce, the diagnosis of the skills needs of the labor market and the provision of continuing vocational training of the workforce are addressed.

Article 15 provides for the management of funds of the Single Account for Social Implementation
Policies (E.L.E.C.P.) directed towards professional training, as well as those concerning the institutes of the social partners and the operating costs of higher level trade union bodies and the National Confederation of Persons with Disabilities are placed under the management of a legal entity , of a profit-making nature, which will be recommended by the social partners within the framework of the National General Collective Labor Agreement.

The new legal entity is obliged to allocate at least half of its resources to training activities.

Although the above regulatory framework appears to strengthen workforce education and training programs, there is no clear targeting of high value positions.

Therefore, the proposal is assessed as partially implemented.
