Article 6 of Law 4864/2021 regulates issues related to auxiliary and accompanying external infrastructure projects deemed necessary for the implementation of strategic investments, which is further enriched, as the possibility of rapid licensing is provided, provided that the main investment has receive the same incentive. In addition, it is stipulated that the submitted application is now submitted to the General Directorate of Strategic Investments.

Accompanying projects are defined as projects of a permanent nature to support the strategic investment, such as the required projects to connect to the electricity, telecommunications, natural gas, water supply and sewerage networks, as well as the access roads and connection nodes of the installation areas of the projects with the national and provincial road network and with the main road network of the region.

According to the Ministerial Decision that is provided for and has been issued, the amount of the grant for the investment projects of this decision is covered by the Public Investments budget of the Ministry of Development and Investments in
which includes the expenditure of 43,000,000 euros and comes as a matter of priority from the Recovery and Resilience Fund, the E.S.P.A. 2021 – 2027, other financial mechanisms and then from the National Development Program.

From the provisions of this decision, it is estimated that:

i. For the current year (2022) there will be no loss of tax revenue and there will be an expenditure of 7,000,000 euros at the expense of the Public Investment Budget.
ii. For the next year (2023) there will be a loss of tax revenue of 4,000,000 euros and an expenditure of 10,000,000 euros at the expense of the Public Investment Budget.
iii. For the next three years (2024, 2025, 2026) the loss of tax revenue will not exceed the amount of 18,000,000 euros and the expenditure that will arise at the expense of the Public Investment Budget will not exceed the amount of 26,000,000 euros.

The above estimated amounts are dependent on the degree of implementation of the investment projects for which the incentive awarding decision of article 16 of Law 4864/2021 will be issued within the current year (2022).

Therefore, the proposal is evaluated as partially implemented, as the completion of the expansion of water supply networks is expected based on the above institutional framework and support.
