The report of the Pissarides committee proposes:

Deepening of evaluation and access of evaluators to all decisions. Inclusion of quantitative and qualitative characteristics in the assessment (average case processing time, reversal rate of decisions to the next level, degree of difficulty, participation in training activities).

Evaluation

The provisions of article 358 of Law 4700/2020 provide for the processing of statistical data, with the ultimate aim of submitting proposals to the competent judicial bodies regarding the smooth flow of cases, the optimal number of employees in the various organizational structures, the treatment of structural and operational distortions and, more generally, the faster and more efficient administration of justice.

The PD regulating the details of the establishment of the Office of Collection and Processing of Judicial Statistics (JustStat) of the Ministry of Justice was issued in 2022 and the provision is implemented.

However, the service has been operating for a few months without its work being established yet, while in Law 4798 of 2021 the evaluation criteria are defined, while the quantitative criteria are mentioned, they are not specified.

Therefore, the proposal is assessed as partially implemented.
