The report of the Pissarides committee proposes:

A progressively higher share of environmental taxes in the revenue mix, without imposing new consumption taxes on fossil fuels

PARTIALLY IMPLEMENTED

Evaluation

Article 4 of the amendment Regulating matters of competence of the Ministry of Environment and Energy – Energy regulations provides for the imposition of a tax on diesel fuel, with the exception of that used as heating fuel (30) euros per kiloliter.

According to the Indicative Report of the 2023 Budget, the revenue from the green tax on diesel fuel is estimated at 101 million euros.

The proposal is therefore assessed as partially implemented, as although the introduction of the tax is in the direction of the proposal, the €101 million in revenue represents only 0.2% of tax revenue, i.e. a small part of the tax revenue mix .
