In the joint ministerial decision "Definition of criteria, quality indicators and achievements for the distribution of the annual regular grant to the Higher Education Institutions" is described in detail the way of rating the institutions with transparent criteria based on their objective needs and specific institutional goals.

However, the signing of programming agreements with the HEIs has been postponed for 2023, therefore the proposal is assessed as being implemented.
