The report of the Pissarides committee proposes:

Investment in digital transformation actions to modernize public enterprises

APPLIED

Evaluation

The faster adoption of digital technologies in the public sector has taken place initially since September 2020, when issues of digital governance in the public sector were regulated. With Law 4727, more than 120 provisions from scattered legislations of at least 15 years have been updated, and provisions have been added with the aim of a new institutional and legislative basis, which will facilitate citizens, businesses and public officials to search for relevant provisions. The new technological means envisaged reduce the requirements of personal presence for the processing of a case and minimize the time necessary for the completion of administrative procedures. Also, direct electronic communication between operators of an administrative process also reduces the time required to complete the process, thus freeing up resources for the public administration.

According to the KEPE Reform Observatory Bulletin (February 2023), the main digital systems that implement the public's interaction with the digital services provided, among others, are:
the Unified Digital Portal for the provision of public services to citizens and businesses gov.gr (integration of 501 pre-existing digital services), the Identification Center through which the identity of those dealing with digital media is confirmed, the Notification Center, which is the main information channel through which citizens are informed by the services and bodies of the state on issues that concern them, and the interconnection and interoperability between the main electronic registers of the public administration (e.g. Tax Register, General Commercial Register (GEMI), Civil Registry, Social Security Registry, National Land Registry, etc.).

Furthermore, the Digital Transformation Bible 2020-2025 (December 2020), of the Ministry of Digital Governance, provides two necessary procedures per state agency for digital transformation.

Also, since the start and operation of the National Program for the Simplification of Procedures, 109 actions are in operation and 43 are in progress / under development.

Therefore, the proposal is evaluated as implemented.
