The report of the Pissarides committee proposes:
With the provisions of Law 4982/2022 (Part A), the development of Business Parks (E.P.) by reliable investors is strengthened, without complex territorial conditions, utilizing the potential of each area for interconnection of the Organized Receptors of Manufacturing and Business Activities (The .Y.M.E.D.) with suppliers and consumers, while the creation of "green" O.Y.M.E.D. is strengthened.
The goals of the regulation are to facilitate the establishment of a private limited company. and in smaller areas, in order to respond to the techno-economic challenges of the modern era and to utilize the potential of each region for interconnection of the O.Y.M.E.D. with suppliers and consumers.
Article 20 lists in detail the more specific regulations and the deviations from the general provisions that apply to Business Consolidation Parks (E.P.E.). For the development of the E.P.E., the area is first identified as an Informal Industrial Concentration (A.V.S.), through a study documenting the necessity of environmental or functional remediation of the area and the proposed projects and boundaries. Due to the above pre-existing recognized status of the area as A.V.S., on which the E.P. will be installed, the coefficients are all reduced in relation to the general provisions and the conditions are milder, in order to be able to operate, if not as a motivation, at least not as an embankment for the inclusion of their territory in the organized and regulated framework of the European Union.
Therefore, the proposal is assessed as implemented.
