The report of the Pissarides committee proposes:
In accordance with article 159 of Law 4781/2021, the Ministry of Foreign Affairs operates a General Secretariat for International Economic Relations and Outreach, which has been established by Article 3 of Law No. 84/2019 (A' 123). Its mission includes the responsibility for the preparation of the National Strategic Plan for Outreach and the coordination of the actions of the ministries and state and private agencies to strengthen extroversion, the coordination of all actions for the implementation of the architecture of the country's international image (national brand), as well as the monitoring, coordination and implementation of the development of the management of the Greek name of products and services (national brand and image – branding) abroad, with the preparation and implementation of an implementation and dissemination plan in the Public Administration and in the public sector and subject to Article 75 of Law 4761/2020 (A' 248),
The coordination of the services of the ministries in matters of planning and implementation of extroversion actions, international communication and promotion of themselves and their supervised entities, so as to ensure harmonization with the National Strategic Plan for extroversion, the contribution to the formulation of the government policy for the extroversion of the Greek economy, the supervision, coordination and monitoring of the implementation of the business plans for foreign trade and investments abroad, drawn up by the supervised entities, the coordination of the services of the ministries and entities in matters of planning, programming, implementation, revision and updating extroversion actions, the monitoring, study and recommendation for the resolution of every issue referred to the responsibilities of the General Secretariat and the general promotion, strengthening and defense of Greek economic and commercial interests abroad.
2. The General Secretariat cooperates with the Directorate of Strategic and Operational Planning of the Ministry for the approval of Action Plans and Programs and prepares monthly reports to the Services under its jurisdiction, to the heads of the General Directorates and to the Coordination Service on the degree of implementation of the Strategy and Business Plan and the Action Plan.
Also, the relevant National Strategic Plan for Extraversion 2022 has been drawn up.
Therefore, the proposal is evaluated as partially implemented, as it provides for the reinforcement of investment projects, but it is not possible to determine whether the difficulties of small businesses active in new products are addressed.
