Article 52 of Law 4763/2020 states that the purpose of the K.D.V.M. is the provision of non-formal learning to adults: a) continuing vocational training, b) reskilling, c) upskilling, d) general adult education and e) counseling and career guidance. They may belong to the public or private sector.

However, the support of the institution and its focus on freelancers and workers in small and medium enterprises cannot be determined.

Therefore, the proposal is assessed as partially implemented.
