The report of the Pissarides committee proposes:

Evaluation

In accordance with the provisions of Law 4936/2022, measures for adaptation to climate change are established with the aim of achieving a climate-resistant society, fully adapted to the inevitable effects of climate change. Finally, an effective system of governance and participation of entities and citizens in undertaking climate action through existing structures is introduced, while urgent environmental issues are also regulated.

The goal of the law is the gradual transition of the country's economy to climate neutrality in the most environmentally sustainable, socially just and economically efficient way and to ensure a stable regulatory framework, so that there is the necessary predictability.

Article 7 establishes five-year sectoral carbon budgets in the following sectors: a) electricity and heat generation, b) transport, c) industry, d) buildings, e) agriculture and livestock, f) waste, g) land use activities, land use change and forestry, in accordance with Regulation 2018/841 of the European Parliament and of the Council of 30 May 2018 "on the inclusion of greenhouse gas emissions and removals from land use, land use change and forestry activities in the context of arrangements for climate and energy until 2030, as well as for the amendment of Regulation (EU) no. 525/2013 and decision (EE) no. 529/2013/EU' (L 156). The sectoral carbon budgets are accompanied by implementing regulations that specify the measures, action axes and directions of the National Energy and Climate Plan (ESEK).

Sectoral budgets, after processing the comments of the consultation and the opinion of the Scientific Committee on Climate Change, are submitted by the Minister of Environment and Energy for approval to the Governmental Committee for Climate Neutrality. The recommendation of the Minister of Environment and Energy is accompanied by the consultation report and the opinion of the Scientific Committee on Climate Change. Sectoral budgets are approved by an Act of the Governmental Committee for Climate Neutrality, after the Parliament has been informed by the Minister of Environment and Energy, in accordance with the specific provisions of the Parliament's Rules of Procedure.

The proposal is assessed as partially implemented, as while the bill moves in the direction of the proposal, it does not specify the provisions in relation to the proposals.
