With the provisions of Law 4951/2022, a provision is added for the prohibition of the granting and limitation of the modification of electricity production licenses for installations with coal or lignite fuel, depending on the national goals for the
delignitization and the transition from solid polluting fuels (Article 66).

Article 55 of Law 4964/2022 seeks to give development impetus and "leverage" to attract new investments in the areas of Megalopolis and Kozani through the creation of pilot business parks, of the "Individual Large Unit Business Park (EPMMM)" type, with the aim of to speed up the process of specialization and implementation of the goal of the fair development transition in the context of the lignitization of these areas. It is pointed out that the proposed installation areas currently belong to the cores of the delignitization zones.

Article 128 of Law 4819 of 2021 (and up to article 140) provides for the promotion of electricity production from RES, which is a constant pursuit of the EU's energy policy, with specific and quantified goals for further penetration of electricity generation from RES in the energy balance both at the level of the E.U. as well as at the level of the Member States. The same is true of the targeting at a pure national level, where in particular the National Plan for Energy and Climate sets as a key priority the strengthening of the position of renewable energy sources. in the energy balance of the country, which in turn presupposes the taking of all the necessary measures and the location of the necessary planning in order to facilitate as much as possible the investments in electricity generation plants from A.P.E.

More specific regulations are introduced regarding the possibility of PPC S.A. to carry out a corporate transformation with the spin-off of the electricity distribution network sector, and its contribution to DEDDIE S.A.. These arrangements aim at the most effective corporate transformation of PPC S.A., which will become necessary in the event of a positive outcome of the tender for the sale of the 49% of DEDDIE S.A. At the same time, accounting, stock, tax and
notarial nature of the corporate transformation process, in order to facilitate its completion. Specifically, with the proposed arrangement, PPC SA. may proceed with a spin-off of the electricity distribution network sector with its contribution to its subsidiary company DEDDIE SA. in accordance with the provisions of Law 4601/2019.

It is stipulated that until the establishment of the legislative framework for the licensing of entities that combine electricity storage devices and production from RES and the harmonization with the new licensing framework for RES stations, the licensing of entities that combine electricity storage and production from RES is suspended.

Power margin is defined for RES stations in the saturated Networks of Peloponnese, Cyclades, Crete, Evia. It is noted that due to the interconnection of the islands of Crete and the Cyclades with the Interconnected System, a margin of power has arisen for the development of RES stations that was not allowed before as the autonomous networks were saturated. Also in the Peloponnese there has been an unused margin for the technology of photovoltaic stations which was calculated by the managers at 86MW. Also in Evia due to the number of interconnections between Evia and the mainland there is no saturation for low power stations, which are connected to the existing distribution networks (not to the System), as the power that can be connected to the network is limited. In summary, the main objective is to increase the penetration of RES in the grids which were saturated and limited the installation of RES stations, and now there is the reason of saturation.

Therefore, the proposal is assessed as implemented.
