The report of the Pissarides committee proposes:

Determining the responsibilities of the Independent Authorities with greater clarity and limiting overlaps. Establishment of a mechanism to effectively deal with future overlaps.

Evaluation

In January 2020, it was established by the Ministry of Interior the Committee of technocrats with the objective of creating the framework for the reform of the state, which aims to clarify the responsibilities between the Local Government and the central government and to strengthen the responsibilities of the Self-Government and the Regional Government. In February 2021 the committee published the relevant report Summary of work and proposals of the committee for the preparation of the law for the reform and reconstruction of local self-government and the state, while in January 2023 authors of the study noted that in 5013/2023 "Multilevel Governance and risk management in the public sector" the regulation of all essential issues concerning Multi-Level Governance is left to some authorizations for the issuance of ministerial decisions (MA). The relevant CAs have not been issued.

Furthermore, with the provisions of Law 4912/2022, a new Single Independent Public Procurement Authority has been created, following the merger of the two independent administrative authorities with responsibilities in the field of public procurement, i.e. the Single Independent Public Procurement Authority (EAADISY) and the Examination Authority of Pre-Trial Appeals (AEPP).

Therefore, the proposal is assessed as being implemented, as a large part of it can be implemented with the relevant regulatory acts.
