The report of the Pissarides committee proposes:

Conversion of disused areas and properties into hubs for the development of commercial, business and cultural activities through privatisation. Addition of a series of new State assets on the condition that the purpose of use of the revenues will be expanded so that they can directly strengthen the State budget

Evaluation

With the establishment of the Public Real Estate Company (ETAD) S.A., a company for the management and exploitation of the private real estate of the Greek State, an attempt is made to make the best use of the assets that are or will be in its portfolio, aiming both at maximizing the value of public property as well as the protection of the natural, environmental and cultural wealth of the country.

ETAD manages as Business Units flagship properties included in its portfolio. These are infrastructures of great touristic and cultural interest and the goal of ETAD is their efficient operation for the public, but also their gradual upgrading for the benefit of the Greek State and the development of local societies. ETAD's Business Units include, among others, ski resorts, summer tourist destinations, historical and cultural sites, thermal springs, marinas and campsites.

With related invitations and tenders, it explores contractor options for integrated business units such as:
International Regular Tender with an open process, for the purpose of selecting a contractor for the provision of Technical Consultant Services for Doppelmayr Elevator Maintenance, line 1 Aphrodite – Bacchus and line 2 Hermes – Iniochou – Hera, in the Business Unit of the ETAD S.A. Branch. "Parnassos Ski Center". The Regular Tender for the purpose of selecting a contractor for the "Supply of heating and motor oil (special specifications), to cover the needs of the "Parnassos Ski Center" and "Vora Ski Center" branches. The leasing of parts of the properties with ABK 200 and 309 of the Prefecture of Laconia.

Therefore, the proposal is evaluated as partially implemented, as the real estate is attempted to be exploited by private individuals, however, the scope of the contribution to the state budget cannot be determined and in most cases the cooperation is about outsourcing and not full privatization.
