Evaluation

The provisions of Law 4843/2021 in Part B incorporate the amendments brought about by Directive 2018/2002/EU of the European Parliament and of the Council of December 11, 2018 "relating to the amendment of Directive 2012/27/EU on energy efficiency " (L 328), Regulation 2018/1999/EU of the European Parliament and of the Council of 11 December 2018 "on the governance of the Energy Union and Climate Action..." (L 328) and Delegated Regulation 2019/ 826/EU of the Commission, of March 4, 2019 "amending Annexes VIII and IX of Directive 2012/27/EU of the European Parliament and of the Council on the content of comprehensive assessments of the efficient heating and cooling potential" (L 137), in Law 4342/2015 (A' 143), while the individual amendments required therein are also made. In Part C, additional amendments are provided in the spirit of Directive 2018/2002/EU to Law 4122/2013 (A' 42) on the energy efficiency of buildings, regarding energy efficiency incentive financing programs, the period of validity of PEAs , as well as the percentage of control over the PEAs when entering into contracts for the lease or purchase of buildings by the State, in compliance with article 7 hereof.

Parts B' and C' regulate the improvement of energy efficiency and therefore concern in particular the actors in the energy market, but also all citizens. Citizens are provided with the necessary incentives and the opportunity to participate in the national effort for the general improvement of living standards, through increasing the energy efficiency of public and private infrastructures. At the same time, the more energy-efficient operation of the Greek public sector is being promoted, with the aim of saving energy from public bodies and, therefore, reducing their operating costs.

Therefore, the proposal is assessed as implemented.
