The object of the law is the definition of the concept and basic principles of telework, the determination of the time frame and place of its provision, as well as the procedure for submitting the request for telework on behalf of the employees and the issuance of the relevant decision and its content.
Properly regulated flexible forms of work, telecommuting and off-site jobs can play an important role in job retention, support a better balance between
work and private life and help reduce CO2 emissions associated with daily commuting. The adaptation of the public sector in terms of both structures and procedures to the new form of work organization, as well as the more general problem of integrating one or more teleworkers into a team, will contribute catalytically to the overall effort to strengthen change management (Change Management). in Public Administration.
The draft law establishes teleworking as a form of public employment under both normal and emergency conditions, such as
the one that the global community is going through due to the COVID-19 coronavirus pandemic. The evaluated draft law, in both normal and emergency circumstances, ensures respect for working hours, leave, the combination of professional and private life and the right to disconnect.
Therefore, the proposal is assessed as implemented.
