The provisions of Part C of Law 4864 of 2021 provide for the systematization and improvement of the existing framework for the establishment and operation of these companies, in such a way that from now on, interested parties and any potentially interested citizen know clearly how a spin-off company is established and what the operating rules are.

However, although the institutional framework has improved, the realization of FDI in high-tech areas cannot be determined.
