The report of the Pissarides committee proposes:

Social entrepreneurship with actions such as: Supporting the social dimension of entrepreneurship with public funds to social enterprises that contribute to specific social goals and to business plans originating from vulnerable groups of the population. Supporting the entrepreneurship of vulnerable groups through credit guarantees (microfinance) managed by specialized business consulting institutions (mentoring).

Evaluation

The National Strategy for Social Inclusion and Poverty Reduction envisages the establishment of a Social Cooperative Enterprise (CoinSeP) Integration for the inclusion of people with disabilities, who attend schools for people with disabilities, OAED, in the labor market.

The scope of this provision is particularly limited and therefore it is assessed that the proposal was not implemented.
