The report of the Pissarides committee proposes:

Flexibility of Independent Authorities in recruitment and other human resources issues, for their scientific staff and other specialized executives. Extension of this process to other departments and authorities (Independent Public Revenue Authority and Bank of Greece) of the public sector and their implementation in a uniform manner.

Evaluation

Law 4765/2021 (article 46) established the right of ASEP to decide itself on issues related to the selection and service status of its personnel. The institutional framework for the organization and operation of the independent authority is consistent with the right to decide itself on issues related to the selection and service status of its personnel.

Therefore, the proposal is assessed as partially implemented, as recruitment flexibility is limited in ASEP and does not concern the majority of the public administration.
