Evaluation

The provisions of Law 4819 of 2021 establish a comprehensive framework for waste management, alternative management and
regulation of related issues, modernization and adaptation to the requirements of the circular economy. Among other things, the promoted regulations seek to prevent waste generation, reduce the negative consequences of waste generation and management, increase recycling, limit the overall impact of resource use and improve their efficiency with the aim of transitioning to a circular economy. In addition, Parts E to H regulate critical specific environmental issues.
Specifically: Part A defines the object and scope of application of the proposed draft law.
Part B incorporates into the Greek legal order Directive (EU) 2018/851 of 30 May 2018 amending Directive 2008/98/EC on waste (L 150). Part C incorporates into the Greek legal order Directive 2018/852 of 30 May 2018 amending Directive 94/62/EC on packaging and packaging waste (L 150), which provides for measures to manage the reuse, recovery and recycling of plastics. Part D regulates issues related to the organization and operation of the Hellenic Recycling Organization (ΕΟΑΝ). Part E regulates issues related to the reduction of the impacts of single-use plastic products.
Part F regulates issues related to the protection of the forest environment, environmental licensing, as well as issues related to the Natural Environment and Climate Change Organization (O.F.Y.PE.K.A.). Part G regulates issues related to extensions of urban planning deadlines, due to the extraordinary circumstances arising from the COVID-19 coronavirus pandemic, as well as specific urban planning issues. Part H regulates issues related to the energy market in general.

However, there is no provision for the corresponding civil protection projects proposed.

Therefore, the proposal is assessed as partially implemented.
