The report of the Pissarides committee proposes:
The provisions of Law 4843/2021 provide for the enhancement of energy efficiency and energy saving, especially through intervention programs on buildings, the even greater penetration of Renewable Energy Sources (RES), as well as the better operation and consequent strengthening of competition in the market electricity (E/E).
Furthermore, with Part E' of Law 4951/2022, the integration of more power of RES stations is strengthened. and S.H.I.T.Y.A., while at the same time the implementation of expansion or strengthening projects of the Hellenic Electricity Distribution Network (E.D.D.H.E.) is sought, a reserved electrical area is released and at the same time a new one is created. The energy crisis is also being addressed by incorporating relevant provisions of Directive (EU) 2018/2001. Furthermore, the operation of information systems for the market of Guarantees of Origin and for the Energy Transition Fund is foreseen.
It is anticipated that the regulations will have immediate benefits in the sense of investment security of the owners of A.P.E. stations. and S.H.I.T.Y.A. and in supporting them with the aim of completing their projects and their participation in renewable energy production, with consequent benefits for the national economy and the transition to green energy. Direct benefits are also expected for consumers due to the promotion of mechanisms that absorb the negative consequences of the increase in energy costs (self-production, energy compensation). Also, the country's energy supply security is strengthened.
Therefore, the proposal is assessed as partially implemented as although the institutional framework is in the right direction, the extent to which sustainability can be ensured is not yet possible to determine.
